David Eby is now taking the Canada U.S. trade fight directly to consumers.
His message to British Columbians was simple: if you have a choice, do not travel to the United States. Spend your tourism money somewhere else. And if there is a Canadian product beside an American one, choose Canadian.
That is a much bigger escalation than it may look.
Because governments can impose tariffs, but consumers control something just as powerful: demand.
And once ordinary Canadians begin changing where they vacation and what they buy, the economic pressure spreads far beyond the products listed on a tariff schedule.
Eby framed the latest U.S. tariff move as another attack on Canada and urged Canadians to become, in his words, their “own best customer.” He also said Canadian workers “from coast to coast to coast” need that support right now.
This comes one day after Ottawa announced retaliatory tariffs on $27.6 billion worth of U.S. goods, covering more than 700 products and ranging from 15% to 50%. Those measures take effect September 8.
Canada is also putting $7.5 billion behind workers and businesses affected by the trade war.
But Eby is clearly saying government action alone is not enough.
He wants Canadians themselves to participate.
That could matter enormously in tourism.
Canadian travellers have historically been among the most important international visitors to the United States, particularly for border states, Florida, Arizona, Nevada and California.
Every hotel booking redirected to British Columbia, Alberta, Quebec, Mexico or Europe is revenue that does not flow to an American hotel.
Every restaurant bill stays somewhere else.
Every rental car.
Every theme park ticket.
Every shopping trip.
Every flight.
Tourism works through a huge economic multiplier.
So when Canadians change travel habits, the impact does not stop at hotels.
It reaches restaurants, retail workers, airports, entertainment businesses, transportation companies and state tax revenues.
And unlike tariffs, consumer behaviour can be much harder to reverse.
That is the part I think Washington should pay attention to.
Tariffs can be removed with a signature.
But once consumers develop new habits, they may not come back.
A Canadian family that discovers a new vacation destination this year may return there next year.
A shopper who switches from an American brand to a Canadian one may decide the Canadian product is perfectly fine and never switch back.
That is how a temporary political dispute can permanently alter trade and spending patterns.
Eby is also pushing Ottawa to go further than the current tariff package.
He has called for stronger non tariff measures and has pointed to American thermal coal moving through British Columbia ports as another area where Canada could potentially exert leverage. He has also questioned whether Canada should continue with its planned multibillion dollar purchase of U.S. fighter jets.
That tells you where this debate is heading.
Canada is no longer talking only about matching tariffs.
The conversation is expanding into tourism, consumer spending, defence procurement, energy, shipping and strategic dependence.
That is a major shift.
But there is one point I would add.
“Buy Canadian” sounds simple until you get to the checkout.
Canadian alternatives are not always available.
Sometimes they are more expensive.
Sometimes Canadian businesses themselves rely on American components.
And in a fully integrated North American economy, determining what is truly Canadian is not always obvious.
So the goal should not become mindless economic nationalism.
It should be strategic substitution.
Where a competitive Canadian alternative exists, support it.
Where Canada can build more domestic capacity, build it.
Where another reliable trading partner can replace an American supplier without raising costs dramatically, diversify.
That is much more sustainable than simply telling people to boycott everything American.
And it fits with the larger strategy Prime Minister Mark Carney has been talking about: reducing Canada’s dependence on any single country.
Canada and the U.S. still have an enormous economic relationship, with annual bilateral trade approaching US$900 billion according to recent estimates. An all out economic divorce would damage both countries.
Nobody serious should pretend otherwise.
But that does not mean Canada has to remain passive.
There is a difference between being economically integrated and being economically dependent.
Eby is effectively saying Canadians can help change that balance with their wallets.
Washington imposed the tariffs.
Ottawa imposed the counter tariffs.
Now consumers are being asked whether they want to participate too.
And if enough Canadians answer yes, this trade war could begin showing up in American tourism receipts and corporate earnings long before politicians return to the negotiating table.
