Pacific Gas & Electric, California’s main utility provider and a near monopoly, just keeps finding ways to fleece its customers.

The company’s latest gambit is to pass on the cost of a commercial advertisement for its undergrounding activities under the guise of “safety communications” rather than “promotional advertising.” The former can legally be paid for by customers, while the latter must be paid for by shareholders.

But PG&E so rarely acts in good faith toward its customers that Californians can hardly be surprised at such creative bookkeeping.

Opinion

PG&E spokesperson Jennifer Robison said in an emailed statement to The Bee that this ad and similar television spots have cost the company as much as $6 million over the past year. Records in the company’s mandated accounting process with the California Public Utilities Commission show that PG&E requested those costs be covered by a ratepayer-funded fire risk mitigation account.

Don’t let PG&E’s glossy, highly-produced advertisements (that you’re paying for) fool you. Once stingy about these investments, the criminally negligent utility company is going the most expensive route possible and now they are using ratepayers to pay for the very propaganda intended to make us feel good about it.

Despite PG&E CEO Patti Poppe’s attempt to spin undergrounding the company’s faulty overhead lines as purely altruistic, it remains a project that the company refused to fund until forced to. A 2019 audit by the CPUC found that between 2007 and 2016, PG&E diverted more than $120 million from a program intended to help underground its overhead electric lines; not because the company had found a cheaper method but because it decided to spend the money on other programs.

So now, after not adequately funding line safety programs for years, PG&E is making lemonade out of lemons: It is gladly spending billions more to harden the state’s electrical grid, and it is using ratepayer dollars to promote the most expensive means possible — miles and miles of cable undergrounding. PG&E gets a guaranteed rate of return on these expenses, while utility experts say there are cheaper ways.

Had PG&E used that program money to replace a 100-year-old electrical tower in Butte County’s Jarbo Gap before November 2018, 83 residents of Paradise, Magalia and Yankee Hill may still be alive today.

Moreover, PG&E could have opted instead for above-ground, bare wire insulation and an infrastructure update at a lower cost to ratepayers, rather than opting for undergrounding, which ranges anywhere from $350 per foot to $1,150 per foot (roughly $1.85 million to $6.072 million per mile, according to the CPUC). Installing new overhead distribution infrastructure is much less expensive: On average, it costs between just $120-$144 per foot, or $634,000 to $760,000 per mile.

Such insult is only added to injury in a year where the utility giant has announced multiple rate hikes. The average PG&E household will pay an additional $34.50 on its monthly bill this year, and the company has requested an additional $14 per month stemming from its request to the CPUC to retroactively approve $2 billion in expenditures, dating back mostly to 2022 and 2023. For customers who get both their electricity and natural gas from PG&E, that will bring the average bill to more than $300 a month.

PG&E’s audacity clearly knows no bounds.

Pushing the cost of this advertisement — and it is clearly an advertisement, no matter how PG&E’s unscrupulous bookkeepers would seek to classify it — onto its captive customers is just another affront in a long line of PG&E’s poor decisions.

Don't use your oven unless necessary; it consumes a lot of energy, and opening it releases heat into your home, making your AC work harder. Instead, use a toaster oven or air fryer, which uses anywhere from a third to half the energy of a traditional oven, according to the Department of Energy.
Change up your laundry routine

Another big chunk of your energy costs comes from water heating. Instead of using hot water for laundry, switch to warm or cool water to save money. The Department of Energy says switching your temperature setting from hot to warm can cut the energy use for a load of laundry in half. As a bonus, cooler water is gentler on your clothes.
Check your water heater

Water heaters are often factory-set at 140 degrees Fahrenheit, but the Department of Energy recommends lowering them to 120 degrees. Doing so could save you $400 a year.
Other things to consider

Make sure to keep up with routine maintenance around your home, like servicing your HVAC system and changing air filters. Your energy bill is going to be more expensive if these things are not working efficiently.

Just curious: do you open your windows to cool your home when the weather allows for it? Or do you always keep your windows closed and constantly run either the heat or the air conditioner, depending on the weather?
For me, the default is opening my windows. I don't really like it if it's too hot or too cold to open the windows...or if I can't open the windows because of the screeching leaf blowers outside. But I've known people who NEVER open the windows, and they constantly have either the a/c or the heat running. When I was growing up here in the San Jose area, most houses and apartments didn't have a/c because we really didn't need it. I tend to think of a/c as something to avoid using as much as possible until it's so hot that I have no choice. I absolutely HATE when a/c is cranked up so high that it feels like being inside of a meat locker. Despite my love of cooler weather and overcast skies, I don't enjoy being uncomfortably cold. Unfortunately it's a lot hotter here now than it was when I was growing up, so I have to run the a/c in the summer a lot more than I like, and I don't think I could go back to living someplace that isn't air conditioned as long as I live in this area. But unless it's extremely hot or there are leaf blowers screeching outside, I always prefer to open the windows for fresh air.

And I believe it was just as hot when I was a kid living in Los Gatos during the 1960s... At the elementary school we did not have air conditioning in the classroom and all of the kids made paper fans out of a sheet of paper and waved them at our faces while we sweated...

A Better Way to Cool Ourselves
A new technique doesn’t deprive us of fresh air. And because it uses less energy, it’s good for the climate as well. As an international collaboration of researchers from institutions in the U.S., Canada, Europe and Singapore, we developed a simple, cheap, scalable solution to keeping people comfortable without regulating indoor air temperature. Our technology relies on the concept of radiant heat transfer, which involves the cooling or heating of the surfaces surrounding people, instead of cooling or heating the air. We all experience radiant heat transfer, even if we’ve rarely heard the term. Radiant heating is the feeling of the hot sun on our face during a cool spring day. Radiant heating is the direct warmth of a campfire keeping us toasty during a cool summer night. Radiant cooling is the same physics, but in the opposite direction. Radiant heat always flows from warmer to cooler surfaces. Just as the campfire loses its heat to our cool skin, and we feel warm, on a hot summer day, we can surround our body with cold surfaces, and feel comfortable. We lose our body heat to the cool surfaces around us. In an initial demonstration of our radiant system that we installed in Singapore, called the “Cold Tube,” we made people feel cool with 100 percent fresh air using 50 percent less energy, and therefore, half the associated carbon emissions required by a typical air conditioner. In our latest research, we show that this technology can be used in every major climate zone, and would result in an average energy savings of 10–45 percent, while increasing ventilation substantially in critical spaces like public schools.

Until the 1930s when no one had any money so he quit and became a math teacher... that paid the bills, fed his family when Religion FAILED... One Summer Grandma, My Father and My Uncle Camped on the Trinity River and Ate fish and Rabbits... and anything they could Gather.. a 22 rifle and a fishing pole was enough to live...

BAH Said: I was a parish administrator in San Jose before we moved. I handled all the income from parishioners. I know where every cent went. It did not go to priests to live a life of luxury. It went to things like our food pantry to the poor. To keep power on, water running, candles, wine and oils for communion, to provide funeral dinners, and the good list goes on. Yes people you are getting the services of hearing Gods word. Counseling, blessings etc. free of charge. Those that can tithe do. The ones that can’t, are welcomed with love. Priests receive a small income as well. As they should!

MD Said: and very small income. My aunt was a nun. She died from a brain tumor but she did a lot of writing she describes the convent as medieval. She received very little money stayed there for 30 or so years finally became a nurse and left the convent. Some of my fondest memories as a child were the family get-together we had for the holidays and many nuns coming to visit.

I do pray... I may not believe in God but what if God believes in me? I often send prayers for good health to the people who are sick. If God is Real, he reads my email... and the people who get the email feel better...

I accepted Jesus as my personal Savior in 1976. If Christianity turns out to be the correct Religion, I'm Saved! I was living with my first ex-wife and she was interested in me becoming a Baptist and I was interested in sex with her so... I went forward at a meeting, accepted Christ, joined the choir and then got bored with it all... we rarely attended. I did like Communion... It's a make believe Vampire, Cannibal Cult! Pretend to drink a persons BLOOD and Eat a persons BODY... OOOH! That's Creepy! But FUN!

However, I much later I did become addicted to crack cocaine and when I wanted to stop I went to a Baptist Church and gave my addiction to Jesus, and never smoked crack again. That evening I went to the Pink Floyd "concert" called "Welcome to the Machine" and that helped also because it gave me something to distract my attention while I was suffering thru the withdrawal symptoms. Another time I went to the Presbyterian Church founded by Annie Bidwell in Chico and prayed that God would find my friends a JOB... and later that week both Manuel and Victoria were employed. A miracle...  Not only that but if I ever stub my toe or hit my thumb with a hammer I shout out JESUS!

When I joined Alcoholics Anonymous I was introduced to the concept of a "Higher Power" helping me with my addiction. The "Higher Power" that worked for me was The "Group of Drunks" an acronym GOD... We were supposed to seek guidance thru prayer and meditation. However I always got Nothing from Prayer or Meditation. ZERO. The Group did help and I stopped drinking alcohol. I have a few members of my family that are Jewish and I think that on Judgement day they will let me in. I've been nice to them and that's important in a world where some people put them in gas chambers and kill them.

Of COURSE, Gaia makes a lot of sense. I can really relate to the fact that all plants and animals are brothers and sisters... I really GROK this idea when I'm in a Redwood Forest. Another was Ja-Kay R. from Chico. We played the drums in a band in Paradise, California  and performed "Miserlou" at the Farmers market in downtown Chico. A beautiful Blond Nordic Goddess.
Another was a GURU/Teacher named Sonya Sophia who lead a group healing seminar at the Utah Rainbow Gathering. I also bought admission to her weekly internet sessions where we studied "Tapping" a self-help Acupressure technique... I did that for about a year and learned as much as she could teach. "I Love and Accept Myself"

Rastafarians? Sure, I've smoked a lot of reefer... I can play reggae music... it's got ONE CHORD! Easy but I find it boring even when I'm stoned. Cannabis Psychosis is REAL. If you smoke every day you remain stoned even if you don't smoke... You stay stoned for about a month... and I saw things that were not there but I believed that they were... Difficult to take care of business when I'm THAT Stoned...

Pastafarians? - The Flying Spaghetti monster is a good joke.

He could have saved a lot of time wasted on air travel if he had just gone surfing in California FIRST and Ignored the Indians... but he writes great books...

Ken Kesey and the Grateful Dead... Fun to dance to rock music on LSD. However it all has the creepy feeling that it was just an experiment in the CIA Project MKULTRA. What IF we dosed millions of people Nationwide? Would that be useful as a Weapon of War? Make the enemy too stoned to fight?

Surfing as a religion? Yes, that makes sense. Or to put it more simply, doing what you love to do as a way of life... Playing the ukulele or throwing pottery or oil painting or computer programming or dancing or bicycle riding or snow skiing or camping or taking photographs or ... etc etc etc... Yes there is a bliss when a person is doing something they love and are totally focused... TIME itself seems to pass more rapidly... I have experience this myself while programming graphic arts... Suddenly hours have passed while I was "in the zone".

A Christian fellow was giving a lecture at Humboldt State University one time and he said that there was only ONE WAY to go to Heaven, Jesus. He said that you couldn't find God by Mountain Climbing OR Drugs... What he forgot to mention was finding God by Mountain Climbing AND Drugs. BOTH! at the same time! It's not an either/or question... I have hiked to the top of El Capitan in Yosemite on LSD and I"m really glad I did...  He also said that Premarital Sex was a SIN. Like, BAD and you shouldn't do it. What an Idiot. I bet that attitude prevented him from getting laid.

Our neighbor Linda needed a way to boost her house's small solar electric system during cloudy periods. She wondered if a bicycle could be adapted to make enough electrical power for her water pump, which is her minimum electrical need. I was planning to build a wind turbine, including it's low-speed alternator. The turbine alternator I had in mind functions at less than 400 rpm and so does a bicycle wheel.
