Tell your friends – Vote NO on Prop 45 in November.- California Needs to Preserve Clean Air & Water. It would dramatically roll back the California Environmental Quality Act.

A coalition of California’s labor, public health, environmental, and environmental justice leaders today announced the formation of a campaign committee to oppose the California Chamber of Commerce’s 2026 ballot measure (prop 45) that would dramatically roll back the California Environmental Quality Act (CEQA), the state’s landmark public health and environmental review law. NoProp45CA.com

"This measure would gut the law that stands between reckless development and the air we breathe, the water we drink, and the health of our communities," said Jane Fonda. "Our coalition is united and prepared to win this fight."

Coalition members outlined three key facts every voter should know:Prop 45 severely limits public input and government oversight of harmful projects, including data centers, gutting CEQA.Prop 45 swings power to corporate polluters and silences community voices.Prop 45 shifts costs to taxpayers, with no guarantees to bring costs down for everyday Californians.

About Prop 45:Does nothing to lower your costs and contains no requirements to lower rents, housing costs, or utility bills.
The independent and non-partisan Legislative Analyst Office confirmed that Prop 45 could raise costs to taxpayers by more than $100 million a year.
Will silence community voices and gives you less say over what gets built near your home, your children's school, and your water supply.
Allows developers to fast-track new data centers, landfill gas plants, CO₂ pipelines, and sprawl housing in high wildfire-risk areas, all with less public review and oversight.

No on Prop 45 is a massive and diverse coalition of 270+ organizations, including the American Nurses Association\California, Alliance of Nurses for Healthy Environments, Coalition for Clean Air, the California Environmental Justice Alliance, the California Democratic Party and the State Building and Construction Trades Council of California. The new committee comprises The State Building and Construction Trades Council of California, Clean and Healthy California, and a fast-growing coalition including the American Nurses Association\California, California Environmental Voters, California Environmental Justice Alliance Action, and the National Wildlife Federation.

"The State Building Trades stands with the environmental community in opposing the Cal Chamber’s attempt to dismantle key protections under California’s landmark environmental law," said Chris Hannan, President of the State Building and Construction Trades Council of California. "Undermining the public’s ability to meaningfully participate in project approvals would move our state backward, leaving California facing an unsustainable future of moratoriums, stalled projects, and worsening natural disasters.”

"Let's call this measure what it is: a power grab that lets polluters build what they want, where they want, and forces our communities to live with polluted air and water, and hazardous chemicals," said Howard Penn, Executive Director of the Planning and Conservation League. "It rips away the strongest tool our local communities have to keep toxic projects away from our kids, and our coalition of more than 250 environmental justice, civil rights, clean energy, public health, and conservation organizations will not allow it."

"Prop 45 removes one of the only tools frontline communities have to demand review before a new polluting project gets approved next door," said Sylvia Arredondo of Communities for a Better Environment. "Data centers are landing in industrial and working-class neighborhoods first, and this measure fast-tracks them with even less oversight."

Public health advocates echoed those concerns. "This is a public health measure, not just an environmental one," said Paulina Nava of Physicians for Social Responsibility - Los Angeles. "Public review is often what catches health risks like toxic emissions and water contamination before a project breaks ground. As physicians, we don't get to ignore the data. Prop 45 asks every Californian to look the other way on these risks."

"CEQA is the law that helped clean up smog in Los Angeles and restore our coastlines and rivers over the last five decades," said Shannon Olvieri Hovis of California Environmental Voters. "This is deregulation with no off-ramp. Unlike a legislative fix, Prop 45 has no sunset provision and would be extremely hard to reverse or amend once it passes."

“We strongly oppose it,” said Sierra Club California Director Miguel. “We know that what they are really trying to do is eliminate a lot of the environmental safeguards that have existed for a long time. People have to read long technical documents to get a better understanding of whether a project is right or wrong for their community. It takes time for us to do discovery and have conversations with neighbors. Our input needs to be valued. Are developers trying to make it efficient or cut out the true voices of people who have concerns?”

California Proposition 45, the Expedited Environmental Review Process for Certain Projects Initiative, (#25-0023) is on the ballot in California as an initiated state statute on November 3, 2026.[1]

A "no" vote opposes this initiative to make changes to the California Environmental Quality Act (CEQA), which governs state and local government agencies' review process for determining potential environmental impacts and mitigation solutions of proposed construction projects.

Former California Gov. Arnold Schwarzenegger slammed President Trump as “out of his mind” on Thursday for wanting to freeze fuel emission standards and strip the state of the ability to set its own regulations to limit greenhouse gases.
“For 48 years — since one of my heroes, then-governor Ronald Reagan, requested it — California has had a waiver from the federal government to clean our own air,” Schwarzenegger wrote on his Twitter account. “If the President thinks he can win this fight, he’s out of his mind.”
The “Terminator” star said he’s “sick and tired of these fake conservatives who believe in states’ rights to make their own policies — as long as state policy is to pollute more. If you want to clean up your air, they throw federalism right out the window. I’ve had it with the so-called pro-business conservatives who ignore what actual industry leaders say is best for business.”
