California voters will decide the fate of a proposal that speeds up approvals for certain projects and changes how the state’s bedrock environmental law can be applied to them. Below, an environmental justice advocate says Proposition 45 empowers bad actors and shifts costs to taxpayers. 

California Proposition 45, the Expedited Environmental Review Process for Certain Projects Initiative, (#25-0023) is on the ballot in California as an initiated state statute on November 3, 2026.[1]

A "no" vote opposes this initiative to make changes to the California Environmental Quality Act (CEQA), which governs state and local government agencies' review process for determining potential environmental impacts and mitigation solutions of proposed construction projects.
