The Strategic Petroleum Reserve (SPR) was indeed created in 1975 in direct response to the 1973–74 Arab oil embargo and the broader 1970s energy crisis, and it remains the world’s largest government-controlled emergency crude stockpile.
The SPR’s core mission is to reduce the impact of major supply interruptions and to help the U.S. meet obligations under the International Energy Agency (IEA), which asks members to hold at least 90 days of net oil imports in stocks.
The SPR consists of a network of underground salt caverns in Texas and Louisiana, with an authorized storage capacity of about 714 million barrels of crude oil.
Recent data show the reserve holding about 415 million barrels, a bit over 58% of that 714 million‑barrel capacity, or about 120 days of import coverage
