Things to Consider:

Second: We would save a lot of money currently wasted on Welfare, Food Stamps and Unemployment Checks. The South Takes more Money from the Federal Government that it pays in Taxes...
Third: Most of the Black People would have STAYED in the South. Compton, Watts and South Central LA would simply NOT EXIST... [at least not as they are today] ---> No "Gangsta Rap" Music <--- South Side of Chicago? Definitely NOT "the Baddest Part of Town" because Leroy Brown Wouldn't Live There... Washington DC, the Murder Capital of the USA? It would be a lovely and safe town... East Palo Alto? That's where all those Stanford Students Live...
Fourth: NO Presidents would ever be elected from Texas. Obviously, George Bush the Son was an ASTONISHINGLY STUPID MAN... If we did not have the Civil War, he would have been just another Oil Company CEO...
Fifth: Here in the North we wast a LOT of Money on Incarceration of Black Men. We wouldn't have to pay for that expense if the Blacks lived in the South. THEY might have a problem in the South but... Foreign Countries often have troubles that we don't worry about...
Finally, I believe that Black People would have had a Revolution and FREED THEMSELVES from Slavery. Think about it... Black outnumbered Whites by about 10 to 1... Would they REALLY have Tolerated Slavery? Not Likely... Especially in the 1960s when There were all those Black Power Movements... Martin Luther King, Malcolm X, Huey Newton, Black Panthers... How long would Angela Davis remain a Slave? About 5 Minutes...
We still could have allowed people from the South to Visit for Employment and Vacations. What if Willie Nelson wanted to TOUR? He could get permission to work in the USA... We already allow Foreigners to come to America to Play Basketball in the NBA... and MLB and NFL...
