He worked as the head of the NSA and the CIA. He says that those agencies pay attention to reality and create reports based on facts. These reports are delivered to the President in order to help him decide policy. In the Trump era there is a complete disregard of facts. Policy is decided by "gut feeling" and reality is ignored.
