The Ultimate GOAL was to prevent anyone from building any more atomic power plants because... They Would Realize That the Waste Storage Problems Were Unsolvable! They Would Have to Store the Atomic Waste Safely AND GUARD IT for 10,000 Years! Who Knows When a Lunatic Would Decide to Create a Dirty Bomb?
After a Few Minutes, he realized that his GOALS would be better accomplished thru "Absurdist Street Theater" instead of Actual Eco-Terrorism... and No One would Die...
So he switched his search to finding where to buy FIREWORKS that Shoot Up Into The Sky and Explode... Plenty of TV NEWS Coverage for that... And then Came the night to actually deploy the No-Nukes UFO!
"Billy" Drove down King Salmon Ave to the Bend in the Road... Turned the Car around in case he had to make a quick get-away and Parked. It was a New Moon so the Lights would really stand out against the Dark Sky. He attached the Flashlights and the Kite String to the Helium-filled Balloon... The Flashlights were pointing Outward at a 45 Degree Angle so they would be Visible from a Distance... The Kite string had been wound in loose loops so it would deploy without any knots or tangles... He Walked down the trail and tied the end of the Kite String to the Fence... Turned on all Four Lights and released his "UFO" - It would be Unidentified for a Brief Time... then The Security Guards at PG&E would Identify it, and Read the NO NUKES! Written in Felt Pen on the Side of the Balloon... Ignore it as Just another Ecology Nut and Go back to whatever they were doing before they were interrupted...

How California’s last remaining nuclear power plant transformed marine life off the coast...
Take a dip into the Pacific Ocean along most of California’s Central Coast, and the cold water will send you running for a wetsuit. But there’s one spot where the water isn’t so teeth-chattering and instead feels much like a lukewarm bath: Diablo Cove, the oblong 40-acre inlet that sits at the base of PG&E’s Diablo Canyon nuclear power plant near Avila Beach.
