Trickle up is the way to improve the economy. If you allow the poor to keep more of their money, they will immediately spend all of it in the local economy and thus benefit everyone.
The rich cannot possibility consume more, so any extra paid to them
will join the rest of their surplus money in drifting offshore to some tax haven where it will get invested on the world markets.
